building a functional competency blueprint/framework
Before evaluating talent, Randstad Digital established clear, standardized structures and formal job descriptions, career paths for the centralized operating model, as well as detailed competencies and mastery levels. We drew competencies from the client’s existing competency library, identifying core competencies and defining exactly what each looks like across five levels of mastery, from “Learning” to “Leading,” in the VMO context. Job descriptions, career paths and leveling criteria were all built to the same standard, creating a consistent foundation for hiring, performance and growth.

We evaluated all 100 project managers through a three-part process: a self-assessment survey, a manager survey, and an independent 1:1 interview with every individual where composite scoring were calculated against a defined threshold to determine role fit across four TPM levels. The result was a clear, defensible recommendation for every person: the right level, the rationale and a path forward.

Organizational change succeeds when communication remains transparent and employees understand the rationale behind decisions. Throughout the transition, we prioritized direct communication, manager enablement and genuine transparency throughout. Where employees disagreed with their placement, a formal appeals process gave them a structured route to be heard. We supported the client in enabling new VMO managers who reported directly to the VMO lead. A unified oversight structure was established for the 100 technical project managers, ensuring the entire organization could be managed with a consistent, centralized voice.

Beyond implementation, the focus remained on long-term scalability and continuity. We developed a comprehensive VMO Playbook and detailed competency data for every technical project manager. These resources ensured the organization could continue evolving its capability model independently after the initial setup.

The training curriculum closed the skill gaps identified through the alignment process and supported the transition toward value-driven delivery practices.
